2010
December 2010:
  • WP 3.2 A: UPRR gang completed constructing their new track alignment; WW Steel's spur line is being constructed by a subcontractor.
November 2010:
  • WP 3.2A: UPRR gang started constructing their new track alignment
  • WP 4.3: Work Began;
  • WP 4.3: ODOT/UPRR construction/maintenance agreement was fully executed:
    • Existing I-40 bridge demolition over UPRR tracks/property.
    • Construction and removal of Detour "P" that will be partially on UPRR property.
    • The removal of railroad signals/surface at the existing Byers at-grade rail crossing.

October 2010:

  • Grading Work Package 3.2 was completed.

September 2010:

  • ODOT Transportation Commission awarded Work Package 4.3 & L-B Connection to Allen Construction.
  • WP 2.3/3.3: Work Began
  • UPRR Interchange Yard Project: ODOT/UPRR Construction/Maintenance agreement was fully executed and project was work ordered. UPRR scheduled to start construction approximately April 2011. Utility relocation is currently underway.
  • Lincoln/Byers Connection: UPRR/ODOT Construction and Maintenance Agreement was fully executed. UPRR is scheduled to install a new RR concrete crossing surface along with railroad warning signals with gate arms for the E Reno at-grade rail crossing.
  • WP 1.2: Qwest completed relocation work, new building is functional and preparation work is underway to demolish/remove existing building and connected facilities

August 2010:

  • ODOT Transportation Commission awarded Work Package 2.3/3.3 to Duit
    Construction
  • Paving Work Package 4.3 let to contract
  • WP 1.2: UPRR gang completed track work for UPRR shoofly; UPRR moved to new shoofly and UPRR removed existing track alignment throughout the project extents; UPRR currently scheduled to start main line track construction in March 2011.
  • Ann Arbor Support Track Project: UPRR gang completed construction;
  • WP 2.1: UPRR/ODOT held a final inspection for all of the rail related work within the project extent and project was found acceptable and complete.
  • WP 4.3: OG&E relocation work completed at "infield" area near Ramp "P"

July 2010:

  • Paving Work Package 2.3/3.3 let to contract
  • Ann Arbor Support Track Project: UPRR gang started construction

May 2010:

  • Cotton Seed Mill: BNSF Phase 1 completed. CSM and Mid-States Lumber were operational from the elevated Redrock Sub. Division.   Existing BNSF diamond and CSM lead track were removed allowing WP 1.2 to proceed.
  • BNSF Phase II: Currently under construction and scheduled to be complete in February 2011.
  • WP 1.2: Union Station tunnel removal began; UPRR gang began track work for UPRR shoofly

April 2010:

  • Grading and Railroad Work Package 2.1/2.2 was completed.

March 2010:

  • WP 1.2: Walker closed to traffic

February 2010:

  • WP 2.1: Western Ave. opened to traffic; access to Wheeler Park from Western restored
  • WP 1.2: 10th St detour opened; Robinson Ave. closed to traffic
  • WP 4.3: Met with utility companies to address utility conflicts

January 2010:

  • Began construction on Work Package 3.2A
  • Construction progress slow due to cold weather and snow
2009
  • November 2009:  Work Package 3.2A Commission award. The project marks a significant milestone in building the new I-40 Crosstown because it is the last dirt work along the corridor which means once this work is complete, it allows for the beginning of paving operations to start on the new I-40 surface. This project also completes ODOT's rail work in the corridor and will finish work on Pennsylvania Ave. over the Oklahoma River.

  • October 2009:  Work began on BNSF Force Account Offsite Rail project at the Cottonseed Mill, expected to be complete as of March 1, 2010.

  • September 2009: Work Package 1.2 Construction began.

  • August 2009: Work Package 3.2 construction began.

  • July 2009: Work Package 1.2 let to bid. This project includes the southbound Shields, Walker and Robinson bridges, and new I-40 roadway between Shields and Shartel.

  • July 2009: ODOT-BNSF Railroad Property Exchange consummated.

  • June 2009: Work Package 3.2 was let to bid. This work includes a bridge over May Avenue for the future Crosstown roadway.

  • May 2009: The BNSF Railroad switched rail traffic from the temporary to the permanent north-south railroad bridge over the future Crosstown.

  • April 2009: Work Packages 1.1C, 3.1A and 4.2 were completed.

  • March 2009: Shields Boulevard was re-opened to traffic.
2008
  • December 2008: BNSF Railway conducted a walk-through inspection of the permanent north-south railroad bridge (M-T).

  • November 2008: Work Package 2.1-2.2 construction activities began.

  • September 2008: Work Package 2.1 - 2.2 was let to bid. This project in the Riverside Section includes new UPRR rail alignment and roadway for the I-40 Crosstown, improvements to the Exchange Avenue Bridge to span the future UPRR rail line as well as the Crosstown, and building a new bridge for Western Avenue to pass over the future Crosstown.

  • September 2008: The City of Oklahoma City selected a designer for the Pedestrian Bridge over the interstate in the Center Section.

  • July 2008: Work Package 2.1 Railroad Agreement with Union Pacific was signed July 23rd.

  • June 2008: In Work Package 1.1B, the last beam for the giant steel structure was positioned for the permanent north-south BNSF rail bridge over the future mainline of the interstate and of the Union Pacific / SLWC railroad.

  • June 2008: The Surface Transportation Board this period abrogated the BNSF's 2005 application for rail abandonment due to certain inaccuracy in BNSF statements in the petition.

  • May 2008: Work Package 3.1A let for the temporary surfacing of May Avenue and existing I-40 crossovers.

  • March 2008: ODOT Planning presented to FHWA a categorical exclusion for the Lincoln-Byers connection ("Work Package 4.1"), from the Environmental Study for the Crosstown Main line project.

  • March 2008: First steel spans of BNSF railroad bridge in Work Package 1.1B were hung.

  • January 2008: Demolition Contract let to bid.
2007
  • November 2007: Construction begins on new I-40 between Penn and Agnew, with Bridges and Frontage Road (Work Package 3.1).

  • October 2007: Work Package 1.1C let to contract. (Remove Existing Shields Bridge Grade and pave Shields Boulevard south of existing bridge and build new northbound side of Shields Bridge. Grade and drain I-40 mainline and UPRR from Shields west .6 miles. Drainage Structure at Lee Street; switch UPRR to existing Chickasha Lead tracks west of Shields.)

  • October 2007: Work Package 4.2 let to contract. (Grade, Drain & Surface I-40 Mainline from Canal Bridges to south of existing alignment; Bridge I-B and Ramp Q from existing alignment to EB I-40; associated retaining walls.)

  • September 2007: Work Package 3.1, let to bid. (New I-40 between Penn and Agnew, with Bridges and Frontage Road)

  • July 2007: BNSF Railroad Temporary Bridge and I-40 Canal Bridges projects complete.

  • July 2007: Permanent BNSF Railroad Bridge over future I-40 Starts Construction.

  • April 2007: Work Package 1.1B Contract, Permanent BNSF Railroad Bridge over future I-40 and Union Pacific Railroad, let to bid.

  • April 2007: ODOT selects Tetra Tech as on-call environmental mitigation consultant to be on call to perform environmental cleanup during construction in the interest of minimizing delay claims.

  • March 2007: The Technical and Citizen's Advisory Committee meets at Union Station for further project updating. ODOT holds a public meeting at the Cox Convention Center March 15th. The public viewed a short presentation on the projects environmental impacts, funding, right-of-way acquisition, Wheeler Park and tentative construction schedules. Displays and area experts for various aspects of the project are present for informal questions. Citizens are also invited to make written comments.

  • February 2007: The Federal Highway Administration performs a Cost Validation Study on the Project Construction Cost Estimates. ODOT officially includes the mainline projects required to complete the I-40 Crosstown Relocation Project in its fiscally constrained 8-year Highway Construction Plan at the Transportation Commission Meeting.

  • January 2007: Constructability conferences on four highway projects anticipated to be let in 2007 are held individually with contractors after announcement to the Association of General Contractors.
2006
  • December 2006: The Technical and Citizens' Advisory Committees reconvene for an update on the progress of the project.

  • July 2006: Kick-off meeting for FEIS re-evaluation process is held July 13th.

  • March 2006: BNSF Railroad Temporary Bridge Project starts.

  • February 2006: Demolition contract (Phase II) let for demolition of ammonia-based refrigeration plant.

  • January 2006: Work package 1.1A (BNSF detour bridge) let to contract.
2005
  • November 2005: Groundbreaking Ceremony Construction Underway.

  • June 2005: First Reevaluation of the EIS.

  • March 2005: Utility relocations begin.
2004
  • April 2004: Final design work begins.
2003
  • March 2003: The first property is cleared.
2002
  • July 2002: Right of Way purchasing begins.

  • May 2002: Record of Decision is signed by the Federal Highway Administration selecting Alternate D. The Federal Highway Administration authorized federal funds for right-of-way acquisition.

  • February 2002: Final Environmental Impact Statement released to the public for viewing.
2001
  • July 2001: Preliminary engineering begins.

  • March 2001- January 2002: A total of 64 oral and written comments on the Draft Environmental Impact Statement were received during the comment period, which was extended by ODOT in June 2001 in order to provide ample opportunity to receive and accept comments. These were addressed with responses and the final Environmental Impact Statement was developed.

  • February 2001: Public hearing is held on the Draft Environmental Impact Statement at the Myriad Convention Center, requesting public comments.
2000
  • February 2000: Oklahoma City completes the Land Use and Mitigation Plan for the project.
1998
  • December 1998: Alternate D is announced as the preferred route.

  • April 1998 - December 1998: The scale models of Alternates B-3 and D were displayed throughout the city to illustrate the features with each alternate and to aid in consensus building in the community.
1996
  • September 1996: A short list of alternates was chosen to include alternates A, B and D.

  • July 1996: A list of seven core alternate routes were developed along with the "no build" option and Transportation Systems Management improvements. Each of the seven routes was eventually studied as elevated, ground and below ground level systems, making 21 routes total.

  • January 1996: Citizens Advisory Committee and Technical Advisory Committee formed and first public meeting held at the Myriad Convention Center (now Cox Business Center).
